《国家林业重点工程社会经济效益监测报告》

2006年，国家林业局经济发展研究中心会同局计划与资金管理司，通过对分层抽样选定的200个样本县（森工企业）、181个样本村（林场）、1464个样本农户（职工家庭）进行跟踪监测，继续开展三大工程社会经济效益监测与评价工作。监测指标2002个，获取监测数据53万个。

监测结果显示，2005年天然林资源保护、退耕还林和京津风沙源治理三大工程发挥了积极的社会、经济和生态效益，林业产业有了较快发展，工程区农民收入水平有所提高，贫困状况有所缓解，工程区森林资源逐步增加。另一方面，工程区社会经济发展滞后，对工程的支撑能力不强；政策走向不清晰，实现工程目标面临严峻挑战；政策缺项或不协调，配套措施难落实；工程成果巩固压力较大等问题仍然比较突出，需要采取得力措施予以解决。

资源优势转化为经济优势，经济社会效益显著

随着林业重点工程的实施，工程区森林资源总量得到恢复和扩大，这种资源优势正逐步转化为产业优势和经济优势，在缓解工程区贫困、改善农村和林区生产生活条件、拓宽就业渠道、促进剩余劳动力转移等方面发挥着积极作用。

资源利用方式改善，多种利用格局初步形成。天保工程区依托森林资源优势，大力发展花卉、茶、桑、果、中药材种植业及林产品采集业，产值不断增加，森林旅游业也在快速发展。退耕还林工程区干鲜果品等产出开始增加，森林旅游等相关产业得到发展。京津风沙源治理工程区后续产业发展势头良好，部分样本县集农产品采集、运输、加工、贸易为一体的综合性龙头企业表现出较为良好的发展势头

Transforming Resources Advantages into Economic Advantage to Achieve Remarkable Economic and Social Benefits

With the implementation of the key forestry projects, the total amount of forest resources has been recovered and increased in the area. The resources advantage is gradually transformed into industrial and economic advantages, which plays an important role in alleviating poverty, improving the production and living conditions in rural and forest regions, increasing employment opportunities and promoting the transfer of surplus labor.

Improving the way of resource utilization to form initially a variety of use patterns. Relying on the forest resource advantage, Tiaobao Area vigorously develops floriculture, tea, mulberry, fruit, herb planting and forest products collecting, which increases the output value constantly and promotes the rapid development of forest tourism. In addition, the output of fresh and dried fruits has begun to increase in the regions of returning farmland to forestry. Forest tourism and its relevant industries have been developed. The replacement industries has a good momentum in the regions of Project of Controlling Sandstorm Sources around Beijing and Tianjin. There is a good momentum in the leading comprehensive enterprises in some of the sample counties, which combine the agricultural products harvesting, transportation, processing and trade.
