技术性贸易壁垒对我国水产品出口日本的影响研究

摘要

自2002年以来，中国一直是世界上第一大的水产品出口国家。关于水产品出口贸易的现状研究中，现有的研究主要是从产品结构、市场结构、规模和竞争力等方面进行分析。关于影响水产品出口日本所遭遇的技术性贸易壁垒而言，已有文献集中研究表明，只有将质量纳入新新贸易理论的分析框架下，才可以更好地解决技术性贸易壁垒对水产品出口贸易的影响。在此基础上，本文从我国水产品出口的大环境分析出发，进一步深入探讨技术性贸易壁垒对我国水产品出口日本的影响，以日本实施的“肯定列表制度”为例分析我国烤鳗出口日本的影响。通过分析所收集的数据得出，虽然花样百出的技术性贸易措施阻碍了我国对日本的水产品出口，甚至增加了出口企业的生产成本。但是，它对我国水产产业的发展也有着一定的积极作用。在应对日本所采取措施的同时，改进自身生产模式中的不足，加强对水产品质量的检测，不仅能够因此凭借我国优质的水产品在日本乃至国际市场上拥有较强的竞争能力和实力，而且还能树立我国出口水产品的良好口碑，进而获得更多进口需求。最后，针对上诉研究以及我国水产品出口贸易未来的发展方向，在政府、行业和企业的角度上提出对策建议。

The Impact of Technical Barriers to Trade on China's Export of

Aquatic Products to Japan

Abstract

Since 2002, China has been the world’s largest exporter of aquatic products. Regarding the export trade of aquatic products, the existing research is mainly based on analysis of product structure, market structure, scale, and competitiveness. Regarding the technical barriers to trade that affect the export of aquatic products to Japan, studies have focused on literature that only by incorporating quality into the analysis framework of the new and new trade theory that can we better resolve the issue of technical trade barriers to aquatic products influences in export trade. On this basis, this article starts with an analysis of China’s seafood export environment and further discusses the impact of technical trade barriers on China’s exports of aquatic products to Japan. The analysis of China’s roasted oysters exported to Japan is based on the “positive list system” implemented i n Japan. Through analysis of the collected data, it is concluded that despite all the technical trade measures that have been tricked up, China's exports of aquatic products to Japan have been hindered, and even the production costs of export companies have increased. However, it also has a positive effect on the development of China's aquatic industry. While responding to measures taken by Japan, improving the deficiencies in its own production model and strengthening the testing of aquatic product quality can not only rely on China's high-quality aquatic products to have strong competitiveness and strength in Japan and even in the international market. It can also establish a good reputation for China's export of aquatic products, and then get more import demand. Finally, according to the appeals research and the future development direction of China's aquatic products export trade, propose countermeasures in the government, industry, and enterprises way.
