摘要社会各界越来越关注农民工医疗保障问题。要保障农民工得到医疗卫生服务，必须对农民工的医疗保障体系不断探索，这不仅是在构建和谐社会中的一种要求，而且对解决“三农”问题产生积极作用。本论文通过对在珠三角地区打工的100余名外来务工人员进行问卷调查，试以实证的角度出发，全面调查了他们的医疗保障要求与现状，同时与其他人的研究成果相结合，对我国农民工的医疗保障现状与存在的问题进行分析。为了让大家更了解农民工医疗保障现状，着实提高农民工保障以改善生活水平，本文以制度创新为重点，从政府责任的层面，通过相关理论工具，对我国农民工的医疗保障制度不断完善，并提出农民工的医疗保障政策层次化管理、建立全民基本医疗账户等有效意见。

ABSTRACT Since the emergence of medical security for migrant workers (migrant workers), it has attracted more and more attention from all walks of life. If we want migrant workers to "have illness and have medical care" and get the protection they deserve, we must explore a medical security system suitable for migrant workers. It is not only one of the requirements for building a harmonious society, but also beneficial to the "three rural issues". Solution. Through the questionnaire survey of more than 300 migrant workers who work in the Pearl River Delta region, this paper conducts a comprehensive investigation of their medical security requirements and status quo, and combines with other people's research results to China. The status quo and problems of the medical insurance for migrant workers are analyzed. Focusing on institutional innovation, with the help of relevant theoretical tools, from the perspective of government responsibility, it explores the medical security path and mechanism suitable for migrant workers in China. The medical security policy for migrant workers (migrant workers) proposes a hierarchical operation of medical security and establishes Suggestions such as the National Basic Medical Account, in order to provide valuable reference for relevant managers.
