摘要

安全生产关系人民群众生命财产安全，关系改革发展和社会和谐稳定大局。加强安全生产工作以保护人的生命安全和健康为基本目标，是落实科学发展观的重要体现，是党和政府“执政为民”的必要要求，也是社会文明与进步的重要标志。重视和加强安全生产工作，无论从政治、经济、文化的角度，还是对国家、社会和家庭，都事关重大。

安全文化建设能够为安全生产提供强大精神动力和智力支持。胡锦涛总书记在中央政治局第30次安全生产集体学习会上指出，要把安全文化建设纳入精神文明建设的统一布局，牢固树立安全第一的安全理念、遵章守法的管理理念、安全操作的工作理念，提高各类企业及全社会的安全意识，提高群众自我安全保护意识。安全文化作为安全生产问题在意识形态领域和人门思想观念上的综合反映，体现了安全价值观、安全判断标准和安全能力、安全行为方式等。加强安全文化建设，要大力培育与科学发展观、先进文化前进方向相一致的安全理念、安全意识，面向社会和基层企业深入开展丰富多彩、扎实有效的宣传教育活动，切实提高安全文化建设的质量和水平，增强安全法制观念和遵章守纪的意识与能力。

建筑企业安全文化是指企业在长期安全生产和经营活动中，逐步形成的或有意识塑造被全体员工接受遵循的的、具有企业特色的安全思想和意识、安全作风和态度、安全规章制度与安全管理机制及行为规范；企业生产和奋斗的安全目标、安全进取精神；安全舒适的生产和生活环境与条件、安全生产的企业形象；安全的价值观、安全的审美观、安全的心理素质和企业的安全风貌、习俗等种种企业安全物质因素和安全精神因素的总和。
