摘要:快速城市化和暴雨造成许多城市内涝渍害等问题,迫使我国一些城市探索海绵城市建设。文章回顾了国内
外海绵城市建设的理论与实践,以宁乡县海绵城市规划与建设为案例,实证分析了南方多雨地区海绵城市建设的理念、规划等问题。研究表明:基于海绵城市理论的宁乡县总体规划前后,实施道路本体透水化与道路选线分级化相结合的规划措施,显著提高生态水网完整性,城市自然排水系统得到大幅改善;硬质地面的海绵化综合处理方式,增强了城区地表水循环过程,增大了降雨下渗,削弱了降雨径流峰量,降低城市雨水排水系统压力。在案例分析基础上,提出前期规划、经济调节、制度完善、公众参与的建设海绵城市建议,以期在海绵城市的建设中减弱对现有治水途径“工程性措施”的依赖,提供具有前瞻性的“规划性措施”新思路。关键词:海绵城市;生态水网连接度;城市不透水率中图分类号:TU984.11文献标志码:A 文章编号:1000-8462(2015)09-0065-07DOI :10.15957/ki.jjdl.2015.09.009
The Research on Sponge City Construction in Southern Hilly Area
—A Case Study of Ningxiang County in Hunan Province

Abstract:Rapid urbanization and rainstorm lead to problems such as waterlogging in many cities,which forces them to
explore sponge city construction.This paper reviewed the theories and practices of the sponge city construction at home and abroad,and by taking Ningxiang County ’s sponge city planning and construction as the case,empirically analyzed the ideas and plans of the sponge city construction in southern rainy areas.The research shows that according to Sponge City Theory,Ningxiang has changed a lot after the project.Via features of road permeable characteristic and road chosen by level discrepancy,the county itself has improved a lot in the aspect of ecological water network.Also,the city ’s natural drainage system has been prehensive dealing method of making the hard ground more like the sponge strengthens the water circulation on the surface of urban areas,increases the amount of rainwater which would permeate into the ground,decreases the rainfall runoff peak amount and reduces the pressure of urban drainage system.Based on the case study,the suggestion is put forward on pre-planning,economic regulation,system improvement and public participation with the expectation of reducing dependence on the current way of engineering measures and providing a new idea of planning measures which is forward-looking as well.
