关于进一步深化住宅质量分户验收工作的通知

各有关单位：

萧山区住宅工程质量分户验收制度自2006年3月 1 日起实施以来，在各建设、施工、监理等单位的共同努力下，经过一年多时间的实施，取得了良好的效果。通过这项制度的实施，增强了相关单位的质量意识，强化了住宅工程质量验收的效果，进一步遏止了质量通病的发生，促进了住宅工程质量的提高。

但是，随着人们生活质量的不断提高，对住宅工程质量也提出了更高的要求，新问题新情况不断涌现，从而对分户验收工作提出了新的要求。另外，今年上半年，杭州市建委出台了《杭州市住宅工程质量分户验收检验管理规定》，并于2007 年 6 月10 日起实施了住宅工程质量分户验收制度，对分户验收工作赋予了新的内容。

因此，为了进一步提高住宅工程质量，提高住户满意率，更加扎实有效地开展好住宅工程分户验收的实施工作，根据我区分户验收工作取得的成功经验，结合《杭州市住宅工程质量分户验收检验管理规定》的要求，并积极考虑广大住户关注的热点问题，对现有住宅工程质量分户验收制度的实施工作进行了深化完善。

重点将原来粗线条的七个方面内容，细化为50 余项具体内容，并在重视施工质量的同时兼顾了设计质量，例举了相关的主

1），并按新的

验收项目调整了《住宅工程质量分户验收表》的内容（附件2）。对分户验收的结果，向住户进行告知。

为了顺利地做好分户验收工作，请各有关单位做好以下几个方面：

1、进一步加强业务学习，认真掌握规范标准，提高分户验收水平。

2、切实抓好质量预控工作，从图纸设计质量开始进行控制，首先消除设计缺陷。在施工过程中，加强材料质量检验，及时把质量缺陷消灭在施工过程中。

3、认真填写分户验收记录，出具《住宅工程质量分户验收表》时，应把《分户验收实测实量用表》（附件3）和平面示意图作为附件。

4、住宅工程分户验收合格后，建设单位应填写《住宅分户

验收合格标识》（见附件4）。并将《住宅分户验收合格标识》张贴于户内醒目位置。

5、住宅分户验收合格后，应按照单位工程填写《住宅工程

分户验收汇总表》（附件5），与《住宅工程质量分户验收表》一并报送我站核查。

6、我站在监督抽查过程中，发现各相关单位在分户验收中弄虚作假、降低标准，或将不合格工程按合格工程检验的，责令

改正并予以信用不良行为记录，同时依照《建设工程质量管理条例》提请建设行政主管部门追究相关责任单位和责任人的责任。

本通知相关要求自发布之日起实施。
