“韬光养晦”政策的转变
摘要:1989年邓小平根据当时的国际国内形势,提出了”韬光养晦”政策,为日后中国的发展奠定了基础。近年来随着中国的发展,”韬光养晦”政策开始遭到质疑,一些人认为中国应该在国际上有所作为。本文主要分析中国在近年来是否偏离了”韬光养晦”政策,并分析背后的原因。
关键词:核心利益;国际秩序;海洋权力;殖民主义;海外基地。china’s deviation from keeping a low profile dictum abstract: the dictum of ‘keeping a low profile’was put forward as a diplomatic foundation by deng xiaoping in 1989. given the domestic circumstance at that time, keeping a low profile served for domestic economic development as well. however, with china overtaking japan as the second largest economic entity and making headways in some fields, the maxim set by deng was under hot debate. some people propose that the era for keeping a low profile has come to an end, and china should seek achievement in international affairs. among these advocates are some generals holding hawkish views on international affairs. while others still stick to the line of deng and believe this policy should not be overthrown in foreseeable future. president of the china foreign affairs institute wu jianmin pointed that china still had a long way
to go, and thus we must adhere to keeping a low profile in the long-term.[1] in this paper, i will analyze the extent to which keeping a low profile dictum has been changed, and try to explain reasons behind it.

the english geographer sir halford mackinder pointed that china is both a land power and a sea power owing to a 9,000 mile temperate coastline with many good natural harbors. ‘with such a blessed geographic situation, even if china’s path toward global power is not necessarily linear, it will stand at the hub of geopolitics.’[2] china today is perceived as quasi-superpower, seeking to extend influence and eventually become superpower. on this point, china is consolidating land borders on one hand and beginning to turn outward on the other hand.[3]
ⅱ.the extent to which keeping a low profile has been changed
china’s internal dynamism creates external ambitions. as it becomes stronger, so does its cravings for resources. for china, resource acquisition is the principal goal of foreign
policy. to fulfill this goal, it strives to cultivate friendships with african countries rich in oil and minerals and intends to secure port access throughout the indian ocean and the south china sea so as to connect the hydrocarbon-rich arab-persian world to the chinese seaboard.[4]in view of this, it is natural to doubt whether china has departed from the line of deng, and to what extent? from my view, china still pays lip service to upholding the dictum so as to allay worries of neighboring countries, but in fact its actions reflect deviation from the doctrine.
however, it is over simplified to say that keeping a low profile dictum has been entirely discarded. to put it in a more precise way, in some area this motto has been brushed aside, while it has remained in other fields. specifically, keeping a low profile carries multiple meanings, which includes non-interference in other country’s affairs, sending peacekeeping forces overseas only under un auspices, not having colonialist ambitions,not establishing military bases overseas and so forth.
