我深感荣幸,能受尊敬的市长阁下之邀来到柏林,你们的市长凭借西柏林的奋斗精神享誉全球。我亦倍感荣幸,能在总理阁下的陪同下访问联邦德国,贵国总理长久以来推动德国民主、自由和繁荣的努力有目共睹。我更感荣幸,能与克莱将军一道来访,这位我杰出的同侪曾在此与柏林共度难关,而且,今后倘有需要,我们必定赴汤蹈火万死不辞!

两千年前,一个时代最骄傲的宣言是:“我是罗马公民。”今天,在自由世界,震彻寰宇的最强音是:“Ich bin ein Berliner.我是一个柏林人!”

这世上有许多人,他们不理解,或者说根本就不明白自由世界和共产主义国度的天差地别——那就让他们来柏林吧。这世上有许多人,他们称共产主义是未来的潮流——那就让他们来柏林吧。这世上还有许多人,他们在欧洲,在全世界宣称,我们可以和共产主义合作——那就让他们来柏林吧!这世上甚至有人,他们说,的确,共产主义是邪恶的轴心,但共产主义却能促进我们的经济——Lass’ sie nach Berlin kommen!让他们来柏林吧!

自由常经磨难,民主亦非坦途。但我们绝无必要竖起高墙,禁锢人民,囚之圈之,患其叛离。今天,我代表美国人民大声疾呼,纵然我们分隔大洋两岸,纵然我们相距千里之遥,美国人民仍为能与你们分享过去这18年的峥嵘岁月而感到无限荣光!有史以来,没有哪个城镇或城市在被包围了18年后仍能如今天的西柏林一样,生机勃勃,蒸蒸日上,前途似锦,团结如钢!柏林墙就是共产主义体制失败最生动的证据。但我们对此并不满足,因为正如你们市长所说,柏林墙不仅是开历史的倒车,更是对人性的戕害。它让家庭分离,妻离子散,让手足异处,挚友失群。

对于柏林,世界是如此,对于德国,世界也是如此——只要尚有四分之一的德国人不能享有一个自由人最基本的权利,即自由选择的权利,所谓欧洲真正、持久的和平就永远只是纸上谈兵。在经历了18年的和平与信仰之后,这一代德国人已经挣得了享有自由的权利,挣得了在对人类怀着美好愿景下凝聚家国,拥享和平的权利。你们居住在一个固若金汤的自由之岛中,但你们的生命仍与岛外的千千万万人融为一体。所以,在我的讲话结束之前,让我请求你们抬起双眼,透过今天的危险,看到明天的希望,透过仅仅存在于柏林这座城市、或者你们的祖国德国的自由,看到遍地盛开自由之花,透过这堵墙,看到和平与正义到来的一天,透过你我之躯,看到全人类。

There are many people in the world who really don't understand, or say they don't, what is the great issue between the free world and the Communist world. Let them come to Berlin. There are some who say that communism is the wave of the future. Let them come to Berlin. And there are some who say in Europe and elsewhere we can work with the Communists. Let them come to Berlin. And there are even a few who say that it is true that communism is an evil system, but it permits us to make economic progress. Lass' sie nach Berlin kommen. Let them come to Berlin.

Freedom has many difficulties and democracy is not perfect, but we have never had to put a wall up to keep our people in, to prevent them from leaving us. I want to say, on behalf of my countrymen, who live many miles away on the other side of the Atlantic, who are far distant from you, that they take the

greatest pride that they have been able to share with you, even from a distance, the story of the last 18 years. I know of no town, no city, that has been besieged for 18 years that still lives with the vitality and the force, and the hope and the determination of the city of West Berlin. While the wall is the most obvious and vivid demonstration of the failures of the Communist system, for all the world to see, we take no satisfaction in it, for it is, as your Mayor has said, an offense not only against history but an offense against humanity, separating families, dividing husbands and wives and brothers and sisters, and dividing a people who wish to be joined together.

What is true of this city is true of Germany--real, lasting peace in Europe can never be assured as long as one German out of four is denied the elementary right of free men, and that is to make a free choice. In 18 years of peace and good faith, this generation of Germans has earned the right to be free, including the right to unite their families and their nation in lasting peace, with good will to all people. You live in a defended island of freedom, but your life is part of the main. So let me ask you as I close, to lift your eyes beyond the dangers of today, to the hopes of tomorrow, beyond the freedom merely of this city of Berlin, or your country of Germany, to the advance of freedom everywhere, beyond the wall to the day of peace with justice, beyond yourselves and ourselves to all mankind.

Freedom is indivisible, and when one man is enslaved, all are not free. When all are free, then we can look forward to that day when this city will be joined as one and this country and this great Continent of Europe in a peaceful and hopeful globe. When that day finally comes, as it will, the people of West Berlin can take sober satisfaction in the fact that they were in the front lines for almost two decades.

All free men, wherever they may live, are citizens of Berlin, and, therefore, as a free man, I take pride in the words "Ich bin ein Berliner
