Special Economic Zone and the Shanghai Pudong New Area, to serve as another

economic engine and advance the coordinated development of the

我国将设立对标深圳经济特区和上海浦东新区的河北雄安新区，作为又一经济引擎，推动京津冀协同发展。

中共中央、国务院4月1日印发的通知称，设立雄安新区是以习近平同志为核心的党中央作出的一项重大的历史性战略选择(the establishment of

the Xiongan New Area is a major historic and strategic choice made by the

Communist Party of China Central Committee with Comrade Xi Jinping as the

core)，是国家大事(be of national significance)、千年大计(a strategy crucial for a

millennium to come)。

雄安新区位于北京市西南100公里处，位于京津冀地区核心腹地，由河北省保定市所辖雄县、容城、安新3县组成，区位优势明显(incomparable

geographical advantages)、交通便捷、生态环境优良、资源丰富(ample resources)，发展空间充裕(lots of room

for development)。设立雄安新区将有助于疏解北京非首都功能(noncapital

functions)、探索人口密集地区优化开发新模式(explore a new model of optimized development in

densely populated areas)以及调整京津冀城市布局(restructure the urban layout in the

Beijing-Tianjin-Hebei

region)。雄安新区起步区面积约100平方公里，中期发展区面积约200平方公里，远期控制区面积约2000平方公里。

《人民日报》微信公众号(WeChat official account)刊登的一篇评论文章(opinion piece,

commentary)称，设立雄安新区既不是迁都(relocate the capital) ，也不是在通州北京副中心

之外再建一个首都副中心(capital

subcenter) 。《北京城市总体规划(2016年-2030年)》草案明确指出，首都核心功能(core

functions)包括全国政治中心、文化中心、国际交往中心、科技创新中心(the nation s center of politics, culture,

international exchange, technology and

innovation)。雄安新区的定位是重点承接北京疏解出的城市功能(accommodate urban functions distributed from

Beijing)，即与首都核心功能无关的城市功能，包括行政事业单位(administrative and public agencies)、总部企业(company headquarters)、金融机构(financial institutions)、高等院校(colleges and universities)、科研院所(scientific research institutes)等。
