In spite of all this, I am still confident that the expansion of enrollment is of great benefit to our society and is a good thing. With the development of our national economy, the problem as mentioned above will be solved if proper meases show that the trend to expand has brought about many problems. For instance, the teaching facilities and accommodation capacities of many colleges and universities are limited and are unable to meet the demand of an ever-increasing number of the newly enrolled students. On the other hand, the average quality of the freshmen is declining. In the long run, hunting for a job will be a tough thing for the graduates and that will inevitably exert much pressure on the prospects of employment.
Many colleges and universities have expanded their enrollment since 1998. The reasons for the expansion are as follows. Firstly, they want to keep up with the need of the job market to produce more qualified people to take up the jobs. Secondly, the expansion has entitled many high school graduates to the right of receiving higher education. Last but not least, it can raise the intellectual standards of our nation.

从国家和社会发展角度看，扩招显然利大于弊。 但这种政策在实践中呈现出许多弊端，对高等 教育管理带来诸多不利影响。主要有：

1．升学扩招。实际以降低分数，放低要求和标准为代价，使扩招的一般高校 学生平均素质降低。研究表明，人类的智力发展成正态分布，智商特别高的 和特别低的人群比较少，大部分人处于中间层次。这种数量结构在一定的人 群规模下是稳定的。因此，当高智商的人被招收到大学之后，要进一步扩大 规模，就只能降低质量向低层次人群发展。以辽宁省为例，1998年第一批本 科录取分数线为512分，1999年为465分，分数线如此大的差异足以说明两年 录取新生的学习质量有着明显的差距。 2，改革“精英式教育”而实行“大众化教育”，致使大学生鱼龙混杂，良 莠不齐，各种不良现象增加。如“硫酸泼熊现象”、“马加爵现象”、“木 子美现象”等。当然有些人可能认为这并不与扩招存在必然联系。但笔者认 为，这一方面是低素质的学生进校后造成的影响，另一方面是由于大学规模 扩大而造成的管理和道德教育上的缺位引发的。扩招之后，不安于学习而只 想混张文凭的现象明显增多；各种标新立异，道德缺失的行为大量存在。扩 招后教育经费的紧张造成学校不断提高学费。补贴、扶贫金的有限使得家境 贫寒的学生不得不出去打工，追求各种诱惑增多。这些都对整个校园的学风、 道德、文化环境造成强大的冲击。
