摘要：资源枯竭型城市就是矿产资源开发到了后期阶段，累计采出量超过总储量的70%以上的城市。湖北省大冶市有着3000多年采矿历史的，是我国重要的原材料工业基地，闻名的青铜文化发祥地，中国最具投资潜力的百强县市之一。它在新中国成立以来为国民经济的发展做出了巨大的贡献，累计向国家提供铁矿石1.7430亿吨、铜矿石1.3185亿吨、煤炭0.3085亿吨，贡献利税约130亿元。然而经过多年开采，大批资源型城市进入资源枯竭阶段，大冶也没能幸免。在多年高度开采的过程中，大冶遍体鳞伤：主要矿产资源逐渐枯竭、地质环境恶化、贫困人口增多、失业率不断升高、接续替代产业发展乏力、产业结构单一、经济结构失衡。现在正是社会结构转型、产业结构转型、城市结构转型的最佳时期。要最快地成功转型，就要围绕”三大转型目标”和”四大发展战略”，充分利用”中部崛起”、”资源城市转型”、”两型社会配套改革试验区”、”主体功能区”和”武汉都市圈”建设等一系列国家和湖北省重大战略政策优惠，把大冶市建设成生态宜居示范城市、农产品生产基地和武汉都市圈重要的原材料基地，探索出一条比较合理和可行的转型发展模式，为全国资源型城市转型作一个成功的示范。

Summary ：Resource-exhausted cities is the cities whose development of mineral resources have stepped into the later stages, and the cumulative recovery is more than 70% of the city's total reserves. Daye City, Hubei Province, has a history of 3,000 years of mining. It is an important raw material industrial base and the most investment potential hundred cities and counties in our country. It’s also the birthplace of the famous bronze culture. Since the founding of New China, in it has made tremendous contributions in the development of the national economy. It has provide iron ore 174.3 million tons, Copper ore 1.3185 million tons and Coal 0.3085 million tons for our county cumulatively. It contribution of profits and taxes is about 13 billion yuan. However, after years of exploitation, a large number of resource-based cities have stepped into resource depletion phase. Daye is also not spared. During the many years of exploitation in height strength, Daye is beaten black and blue: The gradual depletion of main mineral resources ,worsening of the geological environment, increased poverty, rising unemployment, fatigue development of alternative industries, single industrial structure and the imbalance of economic structural .Now it is in the best time of social restructuring, industrial restructuring and urban restructuring. In order to transform successfully in the fastest, we have to Maximize the use of the advantages of a series of major strategic policies of the country and Hubei of Rise of Central China, transformation of resource urban, two type society reform pilot area, the main functional areas and Wuhan metropolitan area to build Daye into livable model city, agricultural production base and important raw material base of Wuhan metropolitan. To explore a reasonable and feasible development model of transformation and make a successful demonstration for transformation of resource-based cities nationwide.
