铁路电务安全应急指挥系统研究
摘要
铁路是国民经济的大动脉,是国家重要的基础设施,铁路电务安全生产及调度指挥系统的设计与实现体现了预先发现故障,提醒工作人员及时解决故障的的思路;可以加强监管部门对道路情况的实时监控。系统可以及时将影响铁路运输安全的人员三违信息、设备故障信息、环境(隐患)信息以及事故信息等通报控制中心,为安全管理者提供各种安全决策信息,有效地实现了计算机安全信息管理及辅助决策工作。
随着计算机技术、网络技术在铁路电务管理领域中得到广泛应用,对不断提高电务设备维护、管理和决策水平,保障铁路运输安全,提高铁路运输效率提出了更高的要求。电务安全生产信息管理及调度指挥系统在研究电务安全生产管理信息系统的基础上,对电务部门各种信息资源(例如:调监、微机监测、故障通知、安全生产管理、视频监控、应急抢险等)与调度指挥中心系统进行整合,为电务安全生产提供了便利的技术平台。电务安全生产信息管理及调度指挥系统主要包括的子系统有,信号故障诊断通知、无线应急通信、电务视频监控、安全资料管理等。本论文对系统架构以及各功能模块做出了介绍说明。

Abstract
Railway is the main artery of national economy, is an important national infrastructure, design of railway safety production and dispatch system and embodies a previously found fault, remind the staff timely troubleshooting ideas; strengthen the supervision department can be real-time monitoring of road conditions. The system can timely will affect the safety of railway transportation personnel violations information, equipment fault information, environmental information (hidden) and accident information informed the control center, provide a variety of security information for decision making of safety management, the effective implementation
of the computer security information management and auxiliary decision-making.
With the development of computer technology, network technology has been widely applied in the field of railway management, to continuously improve the maintenance and management of electrical equipment and the level of decision-making, ensuring the safety of railway transportation, the higher requirements to improve the efficiency of railway transport is put forward. Safe production information management and dispatching system based on safety production management information system of electricity on the electricity Department of information resources (such as: monitoring, microcomputer monitoring, fault notification, safety management, video monitoring, emergency rescue and so on) integration and dispatch center system, provides a convenient technology platform for safe production. Sub system of safe production information management and dispatching system includes the signal fault diagnosis, notification, emergency communications, electrical wireless video surveillance, security information management etc.. In this paper, the system architecture and function modules are introduced.

1.电务安全生产与调度指挥系统设计原则
本系统按照先进、实用、安全可靠、开放、可扩充和易于维护等总体目标而设计。
1.1先进性
系统设计要采用先进的技术和方法,在一定时期内既反映当今技术的先进性,又具有很强的扩充能力,同时注意所采用的技术、设备和工具必须是相对成熟的,确保在规定时间内投入使用。
网络平台、软、硬件平台应符合当今计算机技术的发展方向。
各软、硬件平台,必须有保证技术能不断更新,进行该产品持续开发,顺利升级来维持系统先进性。
