农村全面建设小康社会思路与对策

摘要

中共十六大提出我们要在本世纪头 20 年在全国建成全面小康社会的战略目标。农村全面建设小康社会指标体系的构建是全面建设小康社会不可忽略的环节,对于农村这样的复杂的复合系统,目前还不能够用几个比较明确的指标来描述此系统的状态和变化,因而需通过建立指标体系来描述系统的发展状况。根据对全面建设小康社会任务、内涵、目标的理解,指标体系分为个体指标、子系统和总系统三个层次。农村全面建设小康社会总目标是总系统;第二层次分别由经济发展、社会进步、政治民主等子系统构成;对应其子系统设立多个任务为第三个层次。

其中，增加农民收入是解决“三农”问题的核心, 建立长期农民增长收入机制是农村全面建设小康社会的核心任务。针对农民增收面临的人均资源占有少, 农村人口素质较差, 农业社会保障水平较低等主要问题, 提出了多项利于建立农民增收长效机制的对策。通过定性与定量相结合的研究与分析确定指标权重,可以初步构建起农村全面建设小康社会指标体系。

本文首先论述了全面建设小康社会的理论、内涵和国内外对小康社会研究情况；其次对农村全面建成小康社会的指标体系进行分析，得出制约全国农村全面小康社会建设的阻碍因素；最后在前者基础上，提出如：发展农村经济, 深化改革、建立农村保障制度、对农村人力资源开发等加快农村小康社会全面建设的思路和对策。

Abstract

16th CPC National Congress proposed that we want in the first 20 years of this century, the country built a strategic goal of a well-off society. Construction of building a moderately prosperous society in rural index system of building a moderately prosperous society is a non-negligible part , for such a complex composite system in rural areas , is not yet able to compare with a few clear indicators to describe the status and change this system , therefore, requires through the establishment of the index system to describe the development of the system. According to the task of building a moderately prosperous society , meaning, understanding the target indicator system is divided into three levels of individual indicators , subsystems and total system . The overall goal of building a moderately prosperous rural society is the total system ; second level subsystem consists of economic development, social progress , political democracy , respectively ; corresponding subsystem established its multiple tasks for the third level .

Among them, increase farmers 'income is to solve the "three rural" core of the problem , establish long-term mechanism for rural farmers' income growth in building a moderately prosperous society 's core mission . Resources per capita income for farmers facing possession of less rural poor quality , low level of agricultural social security and other major issues , made a number of long-term mechanism conducive to the establishment of farmers' income measures . Research and analysis through a combination of qualitative and quantitative indicators to determine the weights can be initially built up a comprehensive well-off society in rural index system construction .

This paper first discusses the case study of a well-off society comprehensively building a moderately prosperous society theory , content and abroad ; followed by a comprehensive well-off society in rural index system for analysis, the constraints of rural well-off society impediments ; Finally, in the former Based on the proposed such as: the development of the rural economy , deepening reform, the establishment of rural security system in rural areas such as human resource development ideas and measures to accelerate the comprehensive construction of a moderately prosperous society in rural areas .
