国内外社区治理模式比较研究

摘要

自1991年民政部提出“社区建设”以来，当代中国社会推进社区建设的探索逐步深入，北京、上海、天津、青岛、沈阳、武汉等城市经过探索实践，形成了各具特色的社区治理模式。但是随着社区建设的逐步深入，这些社区治理模式存在的不足愈来愈彰显。如何借助西方丰富的社区治理理论和实践经验，结合我国社区发展的实际情况，通过对国内外治理模式的比较研究来思考未来我国社区治理模式的发展，是极具理论和应用价值的课题。

通过对国内外社区治理模式的比较分析，可以发现现阶段国内在社区治理方面主要存在治理主体相对单一、治理体制没有理顺、非政府组织发展缓慢、社区自治不足、居民参与意识薄弱等问题。但是从目前我国社会结构深刻转型还在继续的实际出发，社区治理还需要政府在一段时间内发挥主导作用。为此论文在最后一章以政府主导为前提，重新界定了社区治理中各多元利益主体的功能定位，并提出了完善我国社区治理模式的建议。

本文共有五章：

第一章是绪论部分，主要说明论文的选题背景和选题意义、研究方法和研究内容。

第二章是论文的理论基础，单独把国内外社区治理的理论研究现状列为一章。第一节首先阐述了社区和社区治理的概念和特征，第二节、第三节介绍了国外、国内社区治理的理论和研究现状，第四节主要是国内外社区理论研究的比较和启示。

第三章第一节重点对典型的三种国外社区治理模式进行了分析，第二节在对三种典型模式进行简单比较的基础上概况了国外社区治理模式的特点与经验。

第四章第一节重点对我国典型的四种社区治理模式进行了分析，第二节对

其中三种模式的共同特征和各自发展环境进行了分析，第三节则比较分析了国内外社区治理模式上的共性特征和差异，通过比较得出了现阶段国内社区治理模式的主要问题。

第五章以政府主导为前提，提出了完善我国社区治理模式的思考。第一节首先界定了社区治理多元利益主体的功能定位，第二节、第三节针对前面通过对比总结出的国内社区治理存在问题，就社区治理的组织架构设计和以社区自治为方向、培育社区居民参与意识等方面提出了对策和建议。

THE STUDY OF THE DOMESTIC AND FOREIGN COMMUNITY GOVERNANCE MODE

ABSTRACT

Since 1991, the Ministry of Civil Affairs puted forward of "community building", the contemporary Chinese society have been promoting the community building in-depth exploration gradual, Beijing,Shanghai, Tianjin, Qingdao,Shenyang, Wuhan and other cities have got each unique mode of community governance from exploration and practice. However, with the deepening of community building, the bug of community governance mode shows in evidence more and more. How to make ues of the Western theory and practice of management experience, combined with China's actual situation of community development, Through to the domestic and foreign government pattern's comparison to research pondered that in the future our country community will govern the pattern the development, is highly theoretical

and applied value of the subject.

Through governs the pattern to the domestic and foreign communities the comparative analysis, may discover that the present stage home governs the aspect in the community mainly to have the government main body to be relatively unitary, government system straightening out, the Non-governmental organizations not to develop, the community autonomous insufficiency, the resident the sense of participation slowly weakly and so on questions. But is also continuing from present our country social structure profound reforming the reality embarks, the community governs also needs the government to play the leading role for a period of time. Therefore the paper in the last chapter take the government leadership as a premise, limited the community to govern each multi-dimensional benefit main body functional localization, and proposed consummated our country community to govern the pattern the suggestion.

This paper includes five chapters:

The introductory chapter, the main topics that the paper background and significance of topics, research methods and research.
