1.目的Purpose

为了达到和满足SOLAS公约第六章第7条款及《散货船装卸安全操作规则》的要求，对船舶装卸的过程实施控制，确保船舶的稳性和船体结构不受损失。

2.原则Principle

固体散货装卸前，船舶应编制出完整的货物装卸计划，对装卸的顺序进行量化析、计算，使船舶稳性、吃水、剪力、弯矩保持在安全合理的范围之内。

Before the loading and unloading of solid bulk cargo, a complete cargo handling plan should be prepared. The plan includes the quantitative analysis and calculation of the order of handling, so that the ship stability, trim, shear and moment are kept in a safe and reasonable range.

3.装卸计划的编制

3.1.该计划由大副具体负责编制，船长审批、码头代表认可；

3.2.编制前，应核准货物的积载因数、港口水尺限制、船舶和港口装载机的净空高度、港

口的装卸速率、工班的数量、本船的压排水能力与港口的特殊要求、各舱的允许负荷等，确保相关数据的准确性。

3.4.装卸计划（顺序）的编制，应参照《散货船装卸安全操作规则》和《装载手册附加说

明》提供的格式。船舶可根据本船的实际条件、货物的要求和港口的实际状况加以修改或变动，但必须满足主管机关和规则的基本要求；应遵守个别港口的特殊要求，使用其规定的编制格式；

We can modify or change something according to the actual condition of the vessel, cargo requirements and the actual state of the port, but the competent authorities must meet the basic requirements and rules; We shall comply with the special requirements of individual ports, and use the format of its provisions;

3.5.该计划应作为船舶航次配载图的重要依据，与其它货运资料一同保存备查。

The plan should be set out as a ship voyage with an important basis for plans, together with other shipments to save for future reference.
