第一章公司概况

本公司隶属香港亚非集团，是一间现代化的印染工厂。公司主要经营纺织品的印、染、漂(包括:筒子染纱、绞纱染色、成衣染色)以及成衣染色后处理，如酸洗、石磨洗等等。产品远销欧洲、非洲、中南美洲等地。

第二章安全生产基本知识

一、安全生产方针:

安全第一，预防为主，综合治理。

1、思想上重视，把安全工作放在第一位，自觉遵守安全生产管理制度。

2、利用各种手段防止事故，全过程综合治理，不能消极承受。二、安全生产的目的:

就是通过采取安全技术、安全培训和安全管理等手段，防止和减少安全生产事故，从而保证人民群众安全、保护国家财产不受损失，促进社会经济发展。三、安全术语

(1)安全生产:消除或控制生产过程中的危险因素，保证生产顺利进行。 (2)本质安全:通过设计等手段使生产设备或生产系统本身具有安全性，即使在误操作或发生故障的情况下，也不会造成事故。

(3)安全管理:是为了在生产过程中保护劳动者的安全和健康，改善劳动条件，预

防工伤事故和职业危害，实现劳逸结合，加强安全生产，使劳动者安全顺利地进行生产所采取的一系列法制措施。

4)事故:职业活动过程中发生意外的突发性事件总称，通常会使正常活动中断，(

造成人员伤亡或财产损失。

(5)事故隐患:引导致事故发生的物的危险状态，人的不安全行为及管理缺陷。

(6)不安全行为:职工在职业活动中，违反劳动纪律，操作程序和方法等具有危险

性的做法。

(7)违章指挥:强迫员工违反国家法律、法规、规章制度或操作规程进行作业的行

为。

(8)违章操作:员工不遵守规章制度，冒险进行操作的行为。

(9)四不放过的原则:是指在调查处理工伤事故时，必须坚持事故原因分析不清不

放过、没有采取切实可行的防范措施不放过、事故责任人没受到处罚不放过、他人没受到教育不放过。

(10)三违:违章指挥、违章作业、违反劳动纪律

(11)三级安全教育:入厂教育、车间教育、班组教育。

(12)四不伤害:不伤害自己、不伤害别人、不被别人伤害、帮助别人不受伤

害。 (13)三懂四会:懂生产原理，懂工艺流程、懂设备构造;会操作、会维护保养、

会排除故障和处理事故，会正确使用消除器材和防护器材

四、安全生产法律法规

1、我国《宪法》赋予从业人员享有安全生产、劳动保护的权益

法和法律规定的权利，同时必须履行宪法和法律规定的义务”。

2、《安全生产法》是我国安全生产方面的基本法律，于2002年11月1日起

实施，是我国第一部综合性的有关安全生产的法律

3、《劳动法》是全面调整劳动关系的法律

《劳动法》是调整劳动关系及与劳动关系联系密切的其它系。它以国家意志把

实现劳动者的权利和义务建立在法律保障的基础上。它涉及劳动保护与安全卫生方面。

4、《职业防治病法》

制定、实施该法是为了预防、控制和消除职业病危害，防治职业病，保护劳动

者健康及其相关权益。

5、《工伤保险条例》

工伤保险是通过社会统筹来建立工伤保险基金，对因工作遭受事故伤害或者患职业病的职工暂时或者永久丧失劳动力，以及因这两种情况造成死亡的职工的亲属，进行医疗救治和经济补偿，以保障因工伤亡人员或其亲属的基本生活，以及为受工伤的劳动者提供必要的医疗救治和康复服务。

1. 工伤保险基本规定

生产经营单位必须依法参加工伤社会保险，为从业人员缴纳保险费

2. 工伤认定的规定

1)职工受到事故伤害后，具有下列情形之一的，应当认定为工伤:

(1) 在工作时间和工作场所内，因工作原因受到事故伤害的;

(2) 工作时间前后在工作场所内，从事与工作有关的预备性或者收尾性工作

受到事故伤害的;

(3) 在工作时间和工作场所内，因履行工作职责受到暴力等意外伤害的;

(4) 患职业病的;

(5) 因工外出期间，由于工作原因受到伤害或者发生事故下落不明的;

(6) 在上下班途中，受到机动车事故伤害的;

(7) 法律、行政法规规定应当认定为工伤的其它情形。

2)职工有下列情形之一的，视同工伤:

(1)在工作时间和工作岗位，突发疾病死亡或者在48h之内经抢救无效死亡

的;

(2)在抢险救灾等维护国家利益、公共利益活动中受到伤的;

(3)职工原在军队服役，因战、因公负伤致残，已取得革命伤残军人证，到

用人单位后旧伤复发的。

3.职工有下列情形之一的，不得认定为工伤或者视同工伤:

1)故意犯罪的;

2)醉酒导致伤亡的;

3)自残或者自杀的。

第三章、从业人员安全生产的权利和义务

1、《安全生产法》规定，从业人员有以下安全生产权利:

(1) 知情权。从业人员有权了解其作业场所和工作岗位存在的危险因素，防范

措施及事故应急措施。

(2) 建议权。从业人员有权对本单位的安全生产工作提出建议。

(3) 批评、检举和控告权。从业人员有权对于本单位安全生产工作中存在的问

题提出批评、检举、控告。

(4) 拒绝权。从业人员有权拒绝违章指挥和强令冒险作业。

(5) 紧急避险权。从业人员发现直接危及人身安全的紧急情况时，有权利停止

作业或者在采取可能的应急措施后撤离作业场所。

(6) 劳动保护权。从业人员有权获得符合国家或者行业标准的劳动防护用品。

(7) 接受教育权。从业人员有权获得安全生产的教育和培训。

(8) 享受工伤保险和伤亡赔偿权。

2、《安全生产法》规定，从业人员有以下安全生产义务:

(1) 应当严格遵守本单位的安全生产规章制度和操作规程，服从管理。

(2) 正确佩戴和使用劳动防护用品。

(3) 应当接受安全生产教育和培训，掌握本职工作所需的安全生产知识，提高

安全生产技能，增强事故预防和应急处理能力。

(4) 发现事故隐患或者其它不安全因素，应当立即向现场安全生产管理人员或

者本单位负责人报告。

第四章、安全生产规章制度与劳动纪律

一、安全生产责任制

按照“一方针一原则”，安全生产责任制明确规定各企业负责人员(厂、车间、班组)、各职能部门及其工作人员和岗位生产工人在安全生产方面的职责。做到事事有人管、层层有专责、人人管安全。

一方针:安全第一，预防为主，综合治理。

一原则:管生产必须管安全

二、安全检查制度

安全检查可以及时发现生产过程中存在的事故隐患、人员违章和管理上的欠

缺，以便及时纠正、整改，消除隐患、防止事故、改善劳动条件。

1.日常性检查(由管理人员和车间、班组进行的日查、周差和月查)

2.各级管理部门开展的定期检查，各职能部门开展的专业检查，以及季节性检

查和节假日前后进行的检查。

3.班组安全检查

班组是基层管理的关键，班组安全检查的主要内容有:

1.检查现场安全管理。

(1)查现场有无脏、乱、差的现象;

(2)查职工“穿戴”情况，以及有无违章违制现象发生;

(3)查现场薄弱环节及重点部位的安全措施。

2.查安全生产责任制的落实。

3.查安全基础工作;职工的安全意识，班组的安全自主管理，安全教育，安全

活动等。

4.查现场设施设备(含消防器材)的安全状态，各级危险源点受控情况等。

5.查事故隐患，跟踪检查隐患整改的落实情况。

6.检查违章违制，各类事故的分析、登记、处理情况。

三、安全教育培训制度

《安全生产法》第二十一条规定:“生产经营单位应当对从业人员进行安全生产教育和培训，保证从业人员具备

必要的安全生产知识，熟悉有关的安全生产规章制度和安全生产操作规程，掌握本岗位的安全操作技能。未经安全生产教育和培训合格的从业人员不得上岗作业。”

电工、焊割工、锅炉工、起重工、专用机动车司机等特种作业人员必须经过培训考核，取得特种作业人员操作证以后，才能从事相应工种的工作。四、安全考核奖惩制度

通过对企业内各单位的安全工作进行全面的总结评比，奖励先进，惩处落后，

充分调动职工遵章守纪的积极性，主动搞好安全工作。五、违章操作

1、不按规定正确穿戴和使用各类劳动保护用品，和在生产过程中穿拖鞋、凉鞋、

高跟鞋、裙子、喇叭裤、围巾、腰巾以及发辫、袒胸露背等。

2、工作不负责任，擅自离岗、串岗、饮酒、干私活及在工作时间内从事与本

职

工作无关的活动。

3、发现设备或安全防护装置缺损，不向领导反映，继续操作，自作主张擅自

将

安全防护装置拆除并弃之不用者。

4、忽视安全、忽视警告，冒险进入危险区域、场所和攀、坐不安全位置。

5、不按操作规程，工艺要求操作设备，擅自用手代替工具操作，用手代替手

动工具、用手清除切屑，不用夹具固定、用手拿工件进行机加工等。 6、擅自动用未经检查、验收、移交或查封的设备和车辆，以及未经领导批准任意动用非本人操作的设备和车辆。

7、不按操作规定，擅自在机器运转时加油、修理、检查、调整、落料、焊

接、清扫和排除故障等工作。

8、不按规定及时清理作业现场，清除的废料、垃圾不向规定地点倾倒，工件

和附件任意摆放，堵塞通道。

9、使用已失去额定负荷能力或不符合安全要求的各种起吊设备、设施和工

具。 10、不执行“危险作业申请单”所规定的安全防范措施，对领导的违章指挥盲目服从不加抵制。

11、对易燃、易爆、剧毒物品，不按规定进行储运、收发和处理。 12、特种

作业工种无证单独操作，机动车辆持学员证单独驾驶和无证驾驶。特种设备和要害部门，不认真登记和交接班，擅自离岗或睡觉。

13、经济承包中不讲安全，以拼设备、拼体力来抢时间、赶速度、冒险蛮干，或不按工艺要求操作设备，使设备超负荷运行。

14、违反其它法律、法规明文规定的行为。

违章操作案例:

1、上海某纺织厂一名女

工，一没有遵守岗位作业要求，

把头巾围到领子里就上岗作

业，当她在接线时，纱巾的末

端嵌入平时没有注意的梳毛机

轴承细缝里纱巾被绞，该员工

的脖子被锰地勒在纺纱机上，

结果活活地被勒死。

2、2011.3.24嘉兴南湖区一印染企业发生一起安全生产事故，一名进厂不到一

个月的女工不幸死亡。当时这名女工一个人在拉毛车间清理拉毛机时，手不慎被机

器卷入，随后整个人都被卷了进去。该女工被送到医院时，已经没有生命体征。
