摘要
当今时代,经济全球化趋势使传统的企业发展战略面临新的挑战,国内外市场竞争日益激烈。我国进行企业竞争力研究的历史不长,虽然近年来学术界和企业界对企业竞争力的重视程度日益增加,但尚未形成一个统一的理论框架。关于企业竞争力的本质、组成、影响因素、提升背景以及各个主体在企业竞争力提升过程中所发挥的作用,至今仍是众说纷纭。笔者认为只有对企业竞争力进行全面的研究,才能准确地把握企业竞争力的实质并有针对性的给出提升企业竞争力的建议。基于中国国有企业竞争力研究的现状,本文构建了中国国有企业竞争力的分析框架。这就是:首先对企业竞争力加以界定;然后分析企业竞争力的现状,对企业竞争力进行评价;最后在对企业竞争力提升背景和影响因素分析的基础上,提出企业竞争力的提升路径和发展策略。

一、当前我国国有企业核心竞争力的总体情况
企业核心竞争力是指企业发明新技术、开发新产品、发展营销手段的能力,以及独特的文化价值观、经营理念等。它是企业生存竞争的优势所在,也是企业获得可持续发展的关键。由于受封闭经济形态的长期影响,国有企业缺乏相应的内在动力和外在压力,从整体上看,我国国有企业的核心竞争力不强,发展空间狭窄,与其在市场竞争中所要承担的主体地位是极不相称的。
1.国民经济各部门的竞争力
从国民经济各部门来看,国有农业企业具有一定的比较竞争优势,工业企业和服务企业总体发展滞后。国有工业企业是我国国有企业的主要部门,也是参与国内外竞争的主体。据统计资料显示,我国国有工业企业竞争力总体上不强,缺乏核心技术和拳头产品。从反映企业效益和竞争力的指标来看,国有工业企业效益总体上与发达国家的工业企业存在较大的差距。国有农业企业数量较少,由于我国自然资源比较丰富,劳动力成本低,在特定产品领域内具有一定的竞争优势,部分农产品在国际上具有一定的比较竞争优势。但由于农业经营体制的限制,农业生产的方式相当落后,劳动生产率较低,经营规模较小,因此,随着国内市场的逐步开放,我国传统农产品的竞争优势会日趋减弱。[1](P61)国有服务类企业发展相对落后。受计划经济体制的长期束缚,服务业发展非常滞后,国际竞争力不强。随着我国服务业的对外开放,该行业内的国有企业将面临巨大的挑战。
2.技术创新能力的竞争力
从技术创新能力来看,国有企业的知识技术资源处于劣势,竞争力较差。我国传统产业技术落后,产品质量差,能耗高,国有企业没有成为技术创新的主
