政策带来大机遇 4条主线挖掘西藏板块(附股)
胡锦涛主持召开政治局会议,研究推进西藏跨越式发展
新年后第一周,在融资融券和股指期货未明朗前,股指始终处于犹豫之中,但区域性题材却得到市场热追,最为突出的就是海南板块和新疆板块。

而炒作的催化剂仍然来自于主题投资,以及相关的政策扶持。

种种迹象显示,本周区域性题材炒作将有望在西藏板块上展开。

1月8日,胡锦涛主持召开中央政治局会议,研究新形势下推进西藏跨越式发展和长治久安工作。

会议强调,做好西藏工作事关全面建设小康社会全局,事关国家安全,事关中华民族根本利益和长远发展。

政策扶持将带来重大机遇
总体来看,西藏上市公司总体数量较少--目前仅有9家,其中8家都是在2000年前上市,直至9年后奇正藏药(002287)登陆中小板西藏板块方添新丁。

即使老的8家公司中,也有3家公司已被区外公司所重组--ST珠峰的大股东已变成新疆塔城国际资源公司,ST雅砻被上海闸北区国资委旗下的上海北方城投借壳,西藏明珠则是被山东五洲投资集团借壳后更名为"五洲明珠(600873)"。

资料显示,西藏板块老的8家公司在上市后的业绩总体也不佳,发展也不快,不但没有充分发挥上市公司应有的融资功能,也没有给股东以良好的回报。

除西藏天路(600326)和西藏旅游(600749)在200 7年实施过一次增发,西藏发展(000752)和西藏矿业(000762)仅在2 000年配过一次股,五洲明珠更早在1997年实施过配股后便失去了
融资功能。

回报方面更是可怜,五洲明珠1997年底后的12年间仅在2006年实施过每10股分红0.1元,西藏旅游1998年至今仅实施过一次10转增5,西藏发展2002年至今仅实施过一次10转增5,而西藏药业(600211)、ST珠峰2001年底至今8年、ST雅砻2002年底至今都没有实施过任何形式的分红。

而与此形成鲜明对照的是,实施股权重组后的3家公司很快就恢复了融资功能。

而新的一年,"确保西藏经济社会跨越式发展",必然将给西藏上市公司带来新的重大发展机遇。

产业整合与上市公司嫁接
近几年,西藏自治区的发展思路一直是"中国特色、西藏特点",旅游、矿业、建筑建材、藏药等特色优势产业已成为带动经济发展的支柱产业。

为进一步实现跨越式发展,自治区国资委一直在积极推进国有资本向经济发展带动性强的特色优势产业聚集。

去年底就有消息称,西藏将组建建筑、建材、矿业、旅游、藏药五大集团,区政府在产业规划的制定以及各种政策上给予相应支持,制定出台"深化全区国有企业改革的意见",并设立5亿元的产业发展和国有企业改革基金。

而去年10月14日,以西藏天路为资本平台的西藏天路建筑工业集团的成立,更为此次五大产业整合重组打响头炮。

而除去3家已被借壳重组的公司,剩下的6家公司无论是行业发布还是在目前行业中的地位,都能与政府整合产业的线索所嫁接。

关注4大行业龙头
1.建筑、建材
西藏天路(600326)
交通一直是西藏经济发展的主要瓶颈。

西藏天路集团主要承担区内公路、桥梁建设任务和"安居工程",市场占有率在区内一直处于领先地位,由于青藏高原特殊的地理条件,其它区外企业很难与其竞争,而西藏天路作为旗下上市公司未来将明显受益。

在建材行业中,目前由西藏天路控股的西藏高争建材股份公司是此次组建建材集团的依托,高争建材生产的水泥,在西藏供不应求,优势明显。

2.旅游
西藏旅游(600749)
借助以布达拉宫为首的世界闻名的人文旅游资源,及以珠穆朗玛峰为首的世界最顶级的自然旅游景观,西藏被誉为地球上每个人一辈子最应该去的十个地方之一,西藏也成为过去10年全国旅游行业增速最快的地区之一。

去年西藏旅游业迎来"井喷"式发展新时期。

虽然行业竞争激烈,但西藏旅游作为区内唯一一家以旅游为主业的上市公司,占有独特的资源,在区内没有直接竞争对手。

3.矿业
西藏矿业(000762)
去年12月,作为西藏矿产资源的整合平台,由4家企业共同组建的西藏盛源矿业集团公司正式挂牌,其中西藏矿业大股东西藏自治区矿业发展总公司持股40%。

在完成资产的评估注入后,西藏矿业大
股东有望变更为西藏盛源矿业集团。

而集团拥有实体资产后,势必对西藏矿业未来在矿业领域的拓展产生助力。

上周修正2009年度的每股收益,从原预告的亏损修正为每股收益约0.05-0.07元。

4.藏药
西藏药业(600211)
西藏的藏药资源全世界独一无二,西藏国资委打算通过多种方式和渠道使藏药产业在内地中药行业占有一定份额,由于西藏药业奇正藏药两家公司的控股股东均非西藏国资委控股企业,目前尚无法判断谁将成为此次藏药集团整合的资本平台。

而在做大做强藏药的背景下,两家公司都将受益。

另一家上市公司由拉萨啤酒更名为西藏发展,经营方向也在不断扩展,开始向旅游和房地产业进军。

西藏天路具备加速上升条件
尽管西藏板块上司公司的静态数据并不是很好,但二级市场的走势却并不落后。

从2009年初至今,个股最少涨幅也在150%以上,最多的涨了3-4倍。

原因主要来自几个方面:
一是中国证券市场历来有"老少边穷出黑马"的特点。

而且私募先建仓、公募高位接盘的例子也屡见不鲜(西藏板块已重组的3股中五洲明珠再次证明,机构在24元依然大举买进)。

既有重组更神秘的原因,也有股性彪悍的因素。

二是在屡屡丧失融资功能的同时,也使得股本规模一直保持在较小水平。

除去中小板的奇正藏药,其余8家流通盘最大的西藏天路为3.35亿股,其余大多在1亿-2.5亿股左右,最小的西藏药业总股本
仅1.3亿股,流通盘仅6800万股。

总体的流通市值不高,易于拓展空间。

三是已有主力提前布局。

去年三季度数据显示,已有基金介入的品种包括西藏天路(新世纪(002280)优选)、西藏矿业(招商系和社保重仓持有)、西藏旅游(朱雀私募、中国人寿(601628)重仓)。

综合基本面和技术面,西藏板块的后期走势必定与前期的新疆板块和海南板块有所不同。

新疆板块由于数量较多,而且较多品种处于高价区间,因此已很难出现大面积的齐涨齐跌,而海南整个板块的绝对股价在利好公布前都处于较低水平,而且以华夏系为首的机构潜伏较长时间,因此不但没有出现见光死,短期的爆发力和扩展面都保持得不错。

而截至上周五收盘,整个西藏板块中基本处于中价股水平,而且公募介入较深的品种不多,去年以来的涨幅也不小,因此在短期集体冲高后,还是以个股独自行情为主。

从基本面出发,西藏天路作为交通建设和水泥生产的龙头企业,将最先受惠,应能成为龙头品种。

而西藏药业和西藏旅游股性较活,并且已经接近去年以来的新高,加速上升具备技术条件,至于西藏矿业能否崛起就要看主力的意愿了。

需要提醒的是,就如同海南板块炒作线索不断扩散,如真能形成持续的炒作,与此概念相关的品种也可跟踪,如华新水泥(600801),去年12月10日与西藏天路等拟共同投资组建西藏建材集团,华新水泥出资8600万元人民币,占注册资本的43%。
