The education at the school further encourages you to embrace such an ambition. From the first day at school, you are offered a wide array of lectures on leadership skills. You are taught to be aggressive and ambitious since the business school's objective is to train middle and top management candidates. If you are mild before you go to business school, you are expected to become tough upon graduation.On the other hand, at business school you have to cultivate your teamwork skills, that is, how to work and interact with different people in the same group. Throughout the two-year study, group work constitutes and overwhelmingly heavy portion of your study life. Together, you have to work on the problem sets, on group projects and on presentations. Together, you will become wild with joy at a joint good grade and feel down-crested at a bad collective performance.Team work can be a very pleasant experience if everyone cooperates and is readily open to different perspectives. However, it can also be extremely frustrating,especially when you've got a few self-centered and free-riding students. But you come to learn to cope with different situations and play different roles in different groups. Perhaps you are the group leader this time and will be a facilitator next time. The most important thing is that you have to make yourself feel comfortable with different roles.These skills pay off when you go through the excruciating and frustratingjob interviews. Leadership is a skill and like any other skill can be acquired over a period of time by practicing it. Some people are talented and are born with good leadership qualities. But like any other 'skill,' one has to hone it over a period of periods and has to remain dynamic. Messrs. Laitin and Lustick make a useful advance in conceptualizing the components of leadership skill. It is quite obvious that such a venerable but often ill-conceived topic cannot be exhausted, even conT ceptually, within the space of a short article. I should like here to make three qualifying remarks, which are intended not to detract i from the advance made by the two authors but to situate their contribution within a somewhat wider perspective. These remarks are directed toward the impact or consequences of leadership. They • concern: (1) the relationship of leadership skill to leadership effectiveness; (2) pathological leadership, producing negative outcomes; and (3) the Tolstoyan question about the extent to which "A king is the slave of history,"1 i.e., whether political leadership does have room for maneuver and can significantly affect outcomes. t The attempt to "score" leadership skill suggests that such skill • " is a quality possessed at any one time in different degrees by different public personalities. This further could imply that, since leadership skills can be disaggregated rationally, they can no longer be attributed to the realm of magic and may be taught, learned, and improved. By giving thought, it should be possible to improve the aggregate quality t of political leadership, just as the business schools are supposed to k *• be capable of improving the quality of bureaucratic management. The inference may also be drawn that the effectiveness of leadership, in particular its ability to achieve goals of public policy, increases * with skill. Laitin and Lustick do not state these propositions, but

since they may be inferred from the authors' approach, it is well to strike a cautionary note. Leadership is, of course, a complex relationship, not a variable quantum. It is, in the first place, a relationship between the leader and his environment—the demands directed toward him and the resources he can use or, in other words, the constraints within which he has to work. Accurate assessment of these constraints is an item in skill, as the authors point out; but certeris paribus greater constraints will reduce the effectiveness attributable to a given level of leadership skill. Effectiveness can be thought of as directly proportionate to skill and inversely proportionate to constraints; but the effectiveness attributable to skill may only apply to the margin of constraints, so that if the order of magnitude of constraints is very large in relation to skill, the effect of skill on the equation may be very small or negligible. There are some situations in which the constraints are so great that leadership talent may appear to be wasted. Perhaps the leadership of the United Nations Secretary-General toward a resolution of the Middle East conflict has been such an example. Skill also confronts different orders of problems and is likely to vary in relation to the problem. Very broadly, leadership'can be considered as facing two sets of preoccupations: (1) acquiring and conserving the position of leadership, and (2) identifying and dealing with problems of public policy. The first of these sets of preoccupations appears to be rather subordinated in the Laitin-Lustick index of leadership skill, so that the index tends to be one applicable to philosopher kings rather than to either practical politicians or messianic rulers. Political leaders experience a recurrent tension between the respective demands of these two orders of preoccupations. Different styles and personality qualities condition effectiveness in response to each. Something that seems to be missing from the calculation of leadership skill is the Neitzschean will to power. This may be compounded of a conviction of absolute certainty in one's mission, a personality that dominates through its ability to inspire fear or attraction, and wrong-headed, bloody-minded persistence against opposition. We may consider this a pathology of leadership: it is effective in maintaining the position of leadership but leads to consequences that most people in moments of reasonableness would regard as disastrous. This phenomenon is not so uncommon that it can be ignored. The category of "energy" does not really comprehend it, since "energy" is conceived by the authors in a rather quantitative way—on a laziness/activity scale—and not in terms of the quality of the energy expended.
