国际产业转移与湖北省制造业基地发展研究

摘要

进入21世纪，由于发达国家或地区的制造业转移，在整个世界产生的全球共享性生产规模已经相当于世界制造业的三分之一。融入全球或地区分工体系，积极承接制造业产业转移，是避免地区发展在经济全球化和区域经济一体化进程中被边缘化的必要对策。东部沿海地区近三十年主要也是依靠承接国际制造业产业转移，发展形成在世界上举足轻重的制造业基地。在新一轮国内国际产业转移的浪潮中，湖北要认真研究掌握当代国际国内产业转移的规律、特点和发展趋势，准确进行自我定位，利用自身的制造业基础优势，将制造业基地发展壮大。

本文通过对产业转移和产业集聚等理论的研究，认为产业转移对产业集聚的形成有明显的良性影响，为了进一步说明论证这种现象进行实证研究。首先对国际制造业中心的转移的历史、长三角珠三角两大制造业中心的发展现状进行总结归纳；然后重点对湖北省承接制造业转移的现状和现有的承接产业转移突出的制造业基地的案例进行评述。同时，本文通过用面板数据建模来考察产业转移对湖北省制造业产业集聚的形成是否有促进作用，并通过这些分析和论证对湖北省制造业基地的形成提出了对策建议，推动湖北省制造业基地健康发展。

Abstract

Entering into 21st century, the scale of production shared by the global has almost been equal to one third of which in the global manufacturing industry because of the manufacturing transfer happened in developed countries and areas. To avoid being marginalized in the process of economic globalization and integration, integrating into the world labor division system and undertaking the manufacturing transfer is a measure that essential for the region development. Development of three decades in the eastern coastal region mainly depends on undertaking international manufacturing transfer. And it has formed famous manufacturing bases that play the crucial role in the world. On the new wave of the domestic and international industrial transfer, Hubei needs to master rules, characteristics and trends of the industrial transfer, make self-position accurately, and reinforce the manufacturing base.

By studying on theories of industrial transfer and industrial clustering, this paper points out that industrial transfer has the positive impact on the formation of industrial clustering. And further empirical study is also done to explain this phenomenon. At first, this paper summarizes the transferring history of the international manufacturing center and the current situation of two major manufacturing centers —Yangtze River Delta & Pearl River Delta. Then some cases are remarked which are about the status of the manufacturing transferring undertaken by Hubei province and the existing manufacturing bases that performs well on undertaking manufacturing transferring. At the same time, the panel data model is used to measure whether industrial transfer promotes the formation of manufacturing industrial clustering in Hubei province. With these analysis and arguments, this paper finally raises several advices to the establishment of the manufacturing base in Hubei province.
